Guess they have the problem, not selling stuff from their site (away from Parlophone/EMI/Astralwerks) - thats the contrct!
On the other side, the record companies easily could ask for remixes which comes out on promo CD(-R)s only and (and thats the wrong way) directly going to DJs/people, who -right afterwards- putting the stuff on eBay to make money...

I'd be quite surprised if we see any more CD singles from the US at all.
I don't know what it's like in Europe, but here there are almost no places left which would sell singles. The "big box" stores have no interest in singles, and have drastically cut back their music sections anyway. Most of the remaining music stores here have closed or shifted their business to DVDs and video games.
CD singles were never very big in North America, and now they are essentially extinct. Download stores like iTunes are the only places one can find b-sides, remixes, and non-album tracks now.

they should stick loads of these remixes on a fanclub cd and send it out for free to club members. a la DM, Erasure, St. Etienne, Suede

Not a *physical* single. I don't think those exist on this continent anymore at all. I can't recall the last time I saw one. Canada only got digital bundles 1 and 2, not 3 -- but that's par for the course, back when we had the occasional CD single, we'd get only 1 of 2 parts.

Nah. That's merely how record companies are selling given tracks (in this case tracks originally available on the UK single). You can't bung any old song online and call it a single. First of all, both Lady Gaga and Seal are a lot better known than PSB here. The majority of people here are unaware that PSB are still making new music, and sadly, that even seems true of a lot of the people who go to their shows. Tell people here you got the latest PSB album or went to a show, and you'll often get a reply like "Oh, they've had a reunion? Second, a lot has changed even in the past 2 years. More major music retailers in the US (like the Virgin megastores) have closed. Borders and Best Buy have done massive cuts to CD selection. In Canada, HMV now dedicates more space to DVDs, iPod accessories, and video games than music. Physical music sales are continuing to fall all over the continent. There's very little place for formats like the CD single, which North Americans never really "got" anyway.
Third, there are reasons beyond the death of physical media for the failure of the CD single here. Price was a big factor: CD singles here typically went for $8 - $10, whereas one could usually get the entire album for $15. Compare that in Europe where singles often worked out to be under $6, whereas the album was around $30.
Finally, most people here just didn't understand what singles were about, if they even knew that they existed at all. One friend of mine looked at one and said "Why would I want to listen to five versions of the same song, one after the other?", not realizing that the point is you pick which one you want. Another bought a Seal remix CD single thinking it was an album, and dismissed him as an artist who makes an album full of songs that sound the same.
There might still be a CD single for someone like Madonna, but even then the writing is on the wall and the format is, for all intents and purposes, dead on this continent. It's iTunes or bust now.
