EMI/Parlophone decides that is time for PSB to have a new #1 in the single charts.
So they decide to download 10000 times the song.
It will cost 10000 UKP, but most of this money will come back to them being the label of the author.
Having a new #1 is good for selling more copies of the new album.
Can it be possible?

Wasn't there a case recently where a band got disqualified from the chart because it came to light that they'd got friends, relatives and fans to buy multiple copies of their single? I think they got people buying something daft like 50 copies at a time so needless to say it threw up some rather unusual buying patterns which alerted the chart company in to thinking there was something wrong!
Chart rigging is against the chart rules. There have been cases in the past where singles have been disqualified from the chart due to "irregular sales patterns".

Plus obviously it's a very quiet period for PSB so I see it as a commentary on that.
By the way PSB are still posting things online, but discussion-wise there's not much to share opinions and speculation on. The most we have going on is X release is X amount of years old now.
(PSB are posting videos of live performances, but it's the most common clips. They're also posting photos of what N&C are up to, which is lovely but it's not PSB or music related)
