Photos at Vancouver concerts

At October 2013 concert at the Queen Elizabeth theatre in Vancouver, ushers and security were shining their little flashlights on anybody trying to take any photos throughout the concert and telling them there were no photos allowed. This made it more distracting than the photos themselves. Does the tour have their own policy on photos or was the venue making up their own rules? I did not see any signs about no photos at the entrance. I see plenty of nice concert photos online, so I think it's a venue thing.

Every location has its rules, for example back in 2007 @ Zürich Volkshaus security people checked every bags taking away bottle of waters and cameras. Online you can find only less than 10 pics of that show and no videos with the venue almost sold-out...
Instead two years ago, for Kim Wilde's gig in the same location I was in the first middle of the first row and I took videos and pics with no problem at all
